You can banish from your GY, this card and 1 Dragon or LIGHT monster, then target 1 "Chasma, Dragon Ruler of Auroras" in your GY; Special Summon it. You can only use 1 "Spectral, Dragon Ruler of Flickers" effect per turn, and only once that turn.
